POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Facilities Security coordinator is responsible for implementing and improving the citywide facilities security program that serves the diverse needs of the organization. This position uses security best practices to ensure the safety and protection of customers, employees and assets. This role serves as an internal consultant who focuses on building relationships, managing projects with diverse stakeholders, and educating employees.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities, and Tasks

Manages security program and oversees citywide security-related projects
Leads and oversees projects in multiple facilities from initiation to completion
Develops project plans, timelines, and budgets and coordinates resources including personnel, equipment and technology to support project objectives
Conducts annual facility security assessments to identify potential security threats; develops and implements strategies to address identified threats
Coordinates the design, installation and testing of security systems such as access control, surveillance cameras, and facility notification systems
Serves as a vendor liaison to procure security products and services, negotiate contracts and ensure products and services meet quality standards and project requirements
Collaborates with internal stakeholders to develop and implement written policies and procedures in accordance with security best practices
Maintains program documentation, including security program work plans, progress reports, and budgets, and updates stakeholders on project status and issues
Identifies process improvement opportunities for security programs and initiatives and implements security best practices
Uses communication and change management strategies to influence adoption of security best practices amongst employees
Meets regularly with program stakeholders such as the Facilities Security Task Force, Card Access Team, and facility managers
Builds relationships across the organization with employees at all levels
Responds to inquiries and requests in a timely and thorough manner
Maintains and updates security information on employee intranet and provides periodic updates to employees via multiple channels
Leads Threat Assessment Program and Team
Develops and implements incident response policies and procedures to effectively respond to security incidents, breaches and emergencies
Reviews threats in a timely manner and works with employees to resolve
Facilitates threat assessment team meetings and trainings
Provides ongoing training and education on security best practices
Conducts security onboarding for new employees
Facilitates security training and education to employees
Creates security checklists for new employees at each facility in conjunction with facility supervisor
Conducts lockdown drills across facilities
Supervises staff and/or contract security officers
Helps employees to see the value of developing their skills, and assist them in eliminating barriers to their development; encourage employees to step outside of their comfort zone to develop their skills
Provides meaningful, timely employee feedback and appraisals, and effectively address employee performance problems
Effectively supervises, mentors, and motivates in a team environment
Maintains a safe driving record
Maintains regular and punctual attendance

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:

Bachelor’s degree in security management, information technology, business, psychology, public administration, or related field
Minimum of three (3) years of experience in a facility security-related field, preferably in a corporate or organizational setting
Experience in project management, with the ability to plan, organize and prioritize tasks effectively to meet project deadlines and objectives
Preferred:

Related experience in a public organization or municipal government
Related certifications in security or technology
Experience with access control systems, camera systems, and facility alert systems
Experience training adults on security best practices
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements
Work is sedentary in nature and requires sufficient physical stamina and strength for:

Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
Frequent lifting, carrying, pushing and/or pulling and lifting of up to ten (10) pounds to move material and supplies; occasional pushing and/or pulling and lifting of up to 25 pounds with dollies and carts

WORKING CONDITIONS
Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and high stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.

The City of Westminster does not participate in the Social Security system. In lieu of social security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

401(a) Contribution Rates:
Employee Mandatory Contribution: 11% of your base pay. Contributions are pre-tax and fully vested.
