Job Description: Selected candidate will serve as a Assistant Director for the Security unit within the Facilities Management Division at the Department of Transportation. Under administrative direction, with latitude to exercise independent initiative and judgment, the Staff Analyst supervises a small staff of investigators performing professional investigations of varying levels of complexity, as well as a Security Accountant and Clerical Assistant.

Duties & Responsibilities:

1. Candidate will serve as a backup to the Security unit Director in his absence or unavailability.
2. Candidate will provide direct supervision and support to the security unit both Administrative and Operational. Serve as a Citytime approver, complete employee evaluations, handle time and leave issues,
3. Provide technical assistance and training to staff in Physical Security program implementation and management.
4. Candidate will need to be able to design and supervise the installation of various electronic security systems for DOT sites throughout the five boroughs. Extensive knowledge in security protocols and hardware electronics and As Built plans is required.
5. Candidate will be tasked with performing Comprehensive Security Site Surveys and preparing and submitting detailed reports of recommendations.
6. Candidate will write and update Security procedures and mitigation strategies for remediation and prevention of security incidences.
7. Oversees the function and operation of agency Access Control, CCTV systems and Burglar Alarm Systems.
8. Responsible for the Convergence of legacy security systems, i.e., Analog CCTV systems to a Digital platform. Duties include, not limited to: Preparing Scope of Work, Preparing Bill of Materials and Cost estimates.
9. Candidate will be responsible for maintaining the Security unit equipment parts inventory system.
10. Perform assigned Security projects as requested.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “2” above.

Preferred Skills

1. Operational and Technical knowledge of AXIS, Genetec and Analog Security CCTV cameras and recording devices, ProWatch Access Control. 2. Operational knowledge of Mobile handheld devices i.e. tablets, laptops, Cellular phones 3. Operational knowledge and proficient is Microsoft Windows 10, MS Word and MS Excel 4. Valid NYS Driver’s License

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
