Position Purpose/Summary
Responsible for professional work specializing in coordinating security measures, monitoring/preventing illegal dumping, tracking vandalism, and managing alarm systems for buildings within the Parks Division. Responsible for developing, implementing, and managing programs designed to effectively address security needs in public parks and buildings. Work is performed with considerable latitude for the exercise of independent judgment and decision-making under direction of the Executive Director of Parks, Buildings and Recreation Management and Director of Open Space. Supervision may be exercised over other employees.
Essential Functions
Works closely with Springfield Police, Hampden County Sheriff’s Department crews, and other law enforcement officials to address safety and security issues in parks, open spaces, and municipal buildings.
Develops and implements security policies, protocols, and procedures.
Reviews reports on incidents and breaches; briefs management on pertinent findings.
Receives and investigates reports of vandalism on public property; works with other municipal employees to have graffiti removed in a timely manner; works with police to review video evidence to identify offenders.
Researches best practices for safety and security plans in public parks and buildings.
Oversees security alarm systems in park buildings; interacts with city’s alarm vendor to establish call lists; checks to ensure all building alarms are operational; initiates work orders for repair of building alarms.
Monitors park, conservation, and other municipal properties for illegal activity, such as poaching or dumping.
Installs, maintains, and monitors cameras in strategic locations to capture illegal dumping activities throughout the city; reports findings to the Police Department.
Provides awareness and education/information on an informal basis to Park Management and employees.
May be required to perform incidental maintenance duties as needed.
Performs related work as required.
Knowledge, Skills, and Abilities
Considerable knowledge of security protocols and procedures.
Considerable knowledge of computer software including Microsoft Office and Excel.
Considerable knowledge of the use and placement of trail and closed circuit cameras.
Knowledge of laws and police protocols related to illegal dumping.
Excellent communication and interpersonal skills.
Strong leadership and customer service skills.
Strong written and oral communication skills.
Ability to collect, organize, and disseminate data and information.
Ability to establish and maintain effective working relationships with co-workers, public officials, and the general public.

Education and Experience
High school diploma or equivalent required.
Bachelor’s degree preferred.
Three to five years similar work experience; or any equivalent combination of education and experience.
