General Description Of WorkResponsible for planning, directing, managing, and overseeing the activities and operations of the Police Department including field operations, investigations, support services, general administration and responds to media inquiries as the highest-ranking sworn officer. Maintains field presence and coordinates initiatives and activities with city departments and outside agencies; provides high level complex, strategic and logistical advisory support to the Vice President of Safety, Training and System Security. Assumes full management responsibility for all department services and activities, including patrol, traffic, criminal investigations, special operations, records management, audits, communications, physical security; and recommends and administers policies and procedures.

Essential FunctionsPlans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.

Oversees and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; and identifies opportunities for improvement, and directs the implementation of changes.

Maintains and demonstrates ethical leadership by ensuring a high standard for personal and professional conduct, and vigorously promotes a clear workplace expectation of transparency and accountability by all employees.

Enforces internal controls and conducts random/frequent audits by implementing and overseeing systems for monitoring performance, proper accounting of time worked/assigned by employees and investigating any internal misconduct.

Maintains department operations to remain compliant with state and federal regulatory requirements, to include transit related standards set forth by FTA and the USDOT.

Maintains strict adherence to organizational protocols, practices and processes as they relate to hiring, promotion, and employee development, ensuring compliance with all relevant laws and regulations while fostering a fair and equitable workplace.

Manages, directs, and oversees the maintenance of law and order, protection of life and property, apprehension, arrest, and detention of law violators, and maintenance of police records.

Oversees the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes appropriate service and staffing levels; and allocates resources accordingly.

Acts as official departmental representative to other city departments, city offices, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; and is responsible for addressing/resolving sensitive,

significant, and controversial issues.

Confers with citizens and organizations on law enforcement complaints and concerns; assists in the development of innovative transit law enforcement policies; and confers with civic and business groups on police and management policies relating to department philosophy.

Provides staff support to a variety of boards and commissions; attends and participates in professional group meetings; and stays abreast of new trends and innovations in the field of law enforcement.
