Position Overview: Indev is seeking an experienced Cybersecurity Consultant/Advisor to support the City of Syracuse. The City requires consulting services relating to implementing mitigation and remediation strategies and building roadmaps to address security findings identified in a past audit. This is a fantastic opportunity to leverage previous cybersecurity and risk management experience and expertise while supporting the City and its constituents.

This is a part-time (10-20 hours/week), Corp-to-Corp position.

Your future duties and responsibilities:

Assist City staff in maintaining a high degree of organization of their cybersecurity activities/initiatives.

Develop strategic multi-year roadmap(s) to advance cybersecurity capabilities over time.

Provide strategic services that will help establish the foundation for improved cybersecurity maturity.

Establish structured processes and documentation for security operations (SOPs, policies, procedures).

Support establishment of a centralized system for tracking POA&Ms and vulnerability remediation activities.

Conduct maturity assessments against cybersecurity frameworks (NIST CSF, CMMI, etc.).

Optimize workflows through centralized tools, defined roles, calendar management.

Institute metrics, reporting, and project management rigor into security practices.

Coach teams on maintaining organization, efficiency, and compliance orientation.

Charter a vision for an evolved, continuously improving security posture.

Manage implementation of risk mitigation and remediation plans stemming from audits/findings.

Align documentation, processes, and controls to security control frameworks.

Required qualifications to be successful in this role:

8+ years of experience with risk and vulnerability management, security control implementation, GRC and incorporation of NIST RMF.

Prior experience developing cybersecurity roadmaps and managing cybersecurity projects.

Consulting expertise describing security strategies and implementing sound solutions.

Coaching and developing cybersecurity personnel/teams.

Previous support of Assessment and Authorization functions.

Analysis and prioritization of vulnerability and compliance scan findings.

Nice to have’s:

BS/MS in Computer Science, Information Systems, or Cybersecurity

Certifications to include: CISSP, CEH, CISA, Security+, CMMI, PMP

Previous audit experience supporting: OIG, FISMA, ISO, CMMI, SOC 2
