Job SummaryThe ESR is responsible for ensuring the operation of the Ordnance, Munitions and Explosives (OME) Storage facilities conforms with agreed DIO TLB operating procedures. They are responsible to the Head of Establishment and for ensuring that all conditions of OME storage licences are observed and for applying daily supervision and management of the OME storage facilities for which they are responsible, in strict accordance with JSP 482 (MOD Explosive Regulations) and Policy Instructions issued through the DIO OR&DTE chain of command.
The post holder is to ensure authorised users comply with Standing Orders governing OME storage and handling when utilising site storage facilities. They are to support the Training Safety Officer (TSO), as required, in the maintenance of ‘Safe Place’. The Post holder will also be responsible for the delivery of ‘Safe Place’ for all related Fire duties.
The ESR Is Responsible To The Senior Training Safety Officer (STSO) Of The Range Administering Unit (RAU) For The Provision Of Safe OME Facilities. The Specific Duties And Responsibilities Of The ESR Will Be Laid Down By The CO, STSO Of The RAU Which Will Include:
Regularly monitor explosives activities within your area of responsibility on a period determined by the level of activity in the facility. This period is not to exceed one week.
Ensure all explosives activity takes place within suitably licenced facilities.
Contribute to all risk assessments for any explosives activity undertaken within the site, including those conducted by visiting units, the Service Provider or contractors. Ensure all explosive risks are identified, and suitable precautions identified.
Manage the Permit to Work Explosives system in accordance with standing orders and ensure that the 4C’s conditions are met.
You are also responsible for ensuring that all contractors with unrestricted access to ammunition has COER or firearms certificates.
When replacement equipment is required, ensure that the correct specification equipment is provided.
Endorse all methods of working within the explosive storage facility via Standing Orders and monitor the units’ compliance with them.
Ensure that PES checks are conducted as required and you are to conduct Safeguarding checks quarterly and maintain the site map.
Ensure that all Fire Safety management measures are always in place and are compliant.

Apply ‘safe place’ in accordance with JSP 375 Vol 2 Leaflet 11.
Daily supervision and management of OME storage facilities within assigned responsibilities, in accordance with JSP 482, Policy Instructions and Standing Orders.
Brief and advise users on ammunition storage safety and explosive licence restrictions.
Advise, assist and monitor units in the safe management of OME disposal, recycling of packaging, expended natures and debris including certification of Free From Explosives procedures.
