DEFINITION

Under general supervision, this position is responsible for assessing, evaluating, and coordinating airport operations activities, Airport Rescue, Firefighting (ARFF), safety and security needs. Assist in enforcing airport policies and regulations; acts on behalf of the Deputy Airport Director, pertaining only to functions listed herein, in their absence; and performs related work as required.

EXAMPLES OF DUTIES

Plans, organizes, supervises and directs operations, conducts training, scheduling and assignments from the Deputy Director and Airport Director. Responsible through a staff of Airport Operations Supervisors and the Noise Abatement/Environmental Compliance Officer for reporting and dissemination of information regarding airport activities and facility conditions, safety and hazards, and information services to the public. Ensures programs are in compliance with regulatory agencies; implements changes or improvements concerning the daily operations of the airfield; continuously monitors skill levels and determines training needs; coordinates, monitors, and evaluates law enforcement, ARFF, air traffic control and snow removal operations; reviews airport regulations; recommends service improvements; works with tenants to gain compliance with federal, state, and county regulations for the safe and orderly operation of the airport; assists in long-term airport planning; acts as liaison with Federal Aviation Administration’s control tower, tenants, users, airlines, and airport staff regarding operations; assists in developing the departmental budget; evaluates and recommends changes in ground and passenger traffic at airport; attends public meetings regarding airport operations; coordinates and develops the updating of the Airport Certification Manual, Airport Emergency Plan, Airport Security Plan and Airport Snow and Ice Control Plan, Surface Movement Guidance and Control System Plan and Safety Management System Plan; conducts airport exercises and review of emergency plan in accordance with FAR Part 139; conducts and plans exercises in accordance with TSA-TSR 1542; and conducts and participates in pre-construction meetings and responsible for safety during airfield construction.

EMPLOYMENT STANDARDS

Education, Training and Experience:

Any combination equivalent to a Bachelor degree in airport management, business administration, aeronautical engineering or a related field and a minimum of five (5) years of progressively responsible management experience, including one (1) year direct supervisory experience at an air carrier (Part 139) airport, or equivalent military facility, involving aircraft operations.

Certifications/Licenses:

Accredited Airport Executive (AAE) or Certified Member (C.M.) desired but not mandatory. Active TSA “Secret” security clearance desired. Must obtain TSA-required fingerprint criminal history records check. Private pilot’s license or air traffic operations experience desired. Must be able to obtain a valid Wisconsin’s driver’s license.

Must pass Transportation Security Administration (TSA) required criminal history records check and employment history verification. Must be available on a 24 hour basis, including weekends and holidays for emergency/incident response.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.

Physical and Environmental Work Requirements:

Ability to stand, walk, sit and speak. Ability to see and hear within normal ranges. Work typically performed in office setting, occasional work outdoors or inside motorized equipment or vehicles.

Knowledge, Skills and Abilities:

Knowledge of management principles and practices as applied to airport operations and maintenance. Knowledge of Federal Aviation Administration rules, regulations and advisory circulars affecting airport operations. Knowledge of Transportation Security Administration rules, regulations and security directives affecting airport security. Knowledge of Department of Homeland Security threat levels. Knowledge of airport firefighting and law enforcement practices. Knowledge of airport construction and equipment. Ability to interpret meteorological charts and report. Knowledge of effective supervisory practices and principals. Skills to communicate effectively, orally and in writing. Ability to plan and carry out airport operations, maintenance, and development programs. Ability to select, evaluate and train operations staff. Ability to establish and maintain effective relationships with various government officials and agencies, employees, tenants and the general public.

Job Type: Full-time

Pay: $55.52 – $74.24 per hour
