Under the general direction of the Public Safety Director, the Emergency Medical Services (EMS) Chief oversees the EMS Division by supervising Public Safety professional staff in their area of responsibility, managing expenditures to the approved annual budget, developing goals and objectives for the Division, planning, conducting research, and ensuring compliance with Federal, State, and local laws, regulations, codes and/or standards. The Emergency Medical Services Chief leads other various EMS functions, as assigned, and may function as the Public Safety Director in case of the Director’s absence.
EXAMPLES OF DUTIES
Manages staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained and follow policies and procedures, maintaining a healthy and safe working environment, and making hiring, termination, and disciplinary recommendations
Manages the activities of the EMS Division by providing technical guidance to staff, senior management, and/or other interested parties and ensuring compliance with Federal, State, and local laws, regulations, codes, and/or standards as well as administering and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings
Develops detailed budget requests for the EMS Division by managing and approving expenditures within the approved annual budget allocation, ensuring that all outside contracts are maintained, and defending these requests to the County’s Chief Budget Officer, County Administrator, and the Board of County Commissioners
Performs research by analyzing a variety of data and reports in order to make recommendations on departmental goals and objectives and communicate pertinent information to both internal and external parties
Develops and implements complex projects in the EMS Division by coordinating with other Public Safety Divisions and employees and communicating information to staff, senior management, and other interested parties through a variety of meetings, training sessions, and events
Represents the Division or County by participating in a variety of meetings, public events, training sessions, committees, and/or other related events Communicates operational issues requiring approval from management by preparing and executing presentations to the Board of County Commissioners, County Administration, and other applicable parties
Facilitates the resolution of problem situations by responding to major emergencies and disasters in the community, coordinating and implementing emergency plans with local, State, and Federal agencies, and investigating accidents, property damages, injuries, complaints, and/or other related items
Performs research to identify emergency management and mitigation programs and initiatives that warrant pursuit of financial support through grants, CDBG programs, and other external funding sources
Performs other duties as assigned
TYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor’s Degree in Business Administration, Public Administration, or related field and five years of managerial experience in EMS; or a combination of education and experience equivalent to these requirements.
