This position will play a crucial role on our team supporting the DoD Office of Small Business Programs and specifically assisting with the execution and management of Mentor Protégé Program (MPP) directed initiatives as the MPP Intermediary within the Office of Small Business Programs. The Ideal candidates should have experience on a federal government headquarters staff, developing and managing industrial Security programs.

Qualified candidates will be expected to manage a team maintaining and conducting the security functions of the MPP Strategic Response Cell (SRC). The Security and Facilities Lead will develop a comprehensive set of security processes and procedures covering all aspects of industrial security including Personnel Security (PERSEC), Physical Security (PHYSEC), Information Assurance (IA), Information Security (INFOSEC), and Operation Security (OPSEC). The lead will be a key contributor, working cross-functionally to control access to SRC facilities and services and ensure compliance across staff and clients.

Responsibilities:

Candidates will advise on security and serves as the subject matter expert on policy developments and advances as well as recommending methods for enhancing efficiency of security program management through modifications and applications of evolving technology, limited resources, and innovative training methods for the MPP SRC.

Assist the Special Security Officer (SSO) to ensure control of access to SCI and related facilities (SCIFs); certifying and receiving SCI visitor clearances/accesses; conducts SCI security briefings, indoctrinations, debriefings, training on classified material/SSO-related material and topics; obtains signed nondisclosure agreements; and provides guidance and assistance for processing SCI position and eligibility requests for assigned military, Government and contractor personnel.

Coordinate with the SRC Services Lead to create a seamless and comprehensive customer service environment for clients.

Manage and Maintain security clearances of facility and members.

Assist in the data collection and preparation of time and attendance reports for the office as well as responds to routine and ad-hoc requests for information such as reports.

Conduct audits of classified material; inspections of classified material storage facilities/SCIFs/containers; and, researching and preparing classified material-related policy and management recommendations, reports and recommendations.

Develop and manage processes for clearance processing, visit certifications, document control, and physical security, including alarm response for controlled area program.

Implement and provide guidance to customers and management on security issues such as security education, insider threat, classified document control, security investigations, classification control and personnel clearances.

Apply knowledge of Physical Security requirements to include collateral Closed Areas. Along with working knowledge of SF-86, SF-312, DD-254, SF700, SF702, Operations Security (OPSEC) to develop, implement, and maintain the OPSEC Program to protect sensitive unclassified information, activities, equipment, and materials.

Develop, participate in, and/or provide training and awareness for SRC staff and clients.

Required Qualifications:

BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. 4+ years of experience supervising.
