About the Opportunity
THE POSITION
This position is in the Sheriff’s Office Administration Division. The County Security Manager reports to the Administrative Captain The County Security Manager is responsible for the management of the County Security Program.
The incumbent will handle difficult and specialized County Security incidents and work in a varied and confidential nature often involving the exercise of independent judgment and initiative based upon skills, knowledge and abilities. The incumbent will prepare reports for internal and external users. The incumbent will also be responsible for supervising, training and evaluating the work of assigned staff to ensure efficient operation of the County Security Program.

Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and callback assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.
Unless otherwise provided, this position is part of the Unclassified Service of the County and considered “at will” for labor relations purposes. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.

Typical Tasks
Conduct building security/threat assessments;
Conduct building vulnerability assessments;
Evaluate open source intelligence information;
Maintain law enforcement level confidentiality;
Work in a team environment with law, fire, EMS, and Office of Emergency Services agencies and personnel;
Develop law enforcement level security training for our federal, state, and local allied agencies and partners;
Develop security training for non-law enforcement/civilian County employees;
Provide security training to private businesses, school staff and County personnel to Include law, fire, and civilian representatives;
Work with the FBI, Sacramento Regional Threat Assessment Center (SacRTAC) as a County Terrorism Liaison Officer;
Ability to work with Microsoft Word, Excel, and PowerPoint;
Conduct threat assessments and evaluate subjects who directly or indirectly pose security concerns to County personnel and issue a monthly security bulletin with subjects who are a concern or are banned from services;
Evaluate, produce, and distribute varied current topic security information, bulletins, and training to County staff;
Understand and follow standard investigative processes in response to a wide variety of security related incident reports;
Understand civil versus criminal processes;
Understand and mitigate liability issues associated with security issues and threshold incidents;
Understand and follow standard safety/security policies and protocols when dealing with a variety of security issues;
Attend County Safety Board and Workplace Violence meetings;
Assist County HR with employee and or customer issues; and
Perform such other and similar services in connection with any of the above- listed services.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

Analyze complex administrative issues related to County Security, define problems accurately and make logical and practical recommendations;
Conduct research and organize information with the ability to accurately document written reports;
Evaluate employment policies, practices and procedures, and recommend changes to improve effectiveness;

Communicate effectively, orally and in writing using the English language;
Establish goals and objectives and participate in strategic planning and outcome measurement;
Facilitate training and other group interactions;

Manage assignments for completion in a timely manner;
Make public presentations;
Display innovation and creativity in managing operations and problem solving;
Work independently with minimal supervision;
Define key business processes and develop recommendations for improving service efficiency and quality;
Maintain confidential information according to legal standards and/or County policies; and
Drive a vehicle.
KNOWLEDGE
Principles and practices of supervision and management;
Federal, State and Local employment laws and regulations;
Agency organization and operations;
Computer applications (Word, Excel, Access, PowerPoint, Peoplesoft and Internet based applications);
Workplace investigation techniques;
Community needs and resources; and
Emergency Management training/experience with NIMS and SEMS.

EDUCATION/EXPERIENCE
Five (5) years of experience working in a law enforcement or emergency management setting gathering and analyzing data and performance measures, coordinating and developing training plans; AND
Graduation from an accredited four-year college with a degree in public safety, public or business administration, criminal justice, communications, psychology, or closely related field; AND
20 years of full time law enforcement experience.

DESIRABLE QUALIFICATIONS

Possession of a POST Certified supervisory and/or management certificate; AND
Certified completion of ICS 300 and 400.

EXAMINATION PROCESS
