What You’ll Do:
The Adjutant General’s Department is looking for an experienced Human Capital Management Analyst (Payroll & Benefits) professional. Successful candidates will have knowledge and prior experience pertaining to payroll and benefits.
Under general supervision, analyzes and performs payroll and benefit processing functions utilizing operating systems (e.g., Kronos and HCM OAKS) to ensure timely and accurate records; ensures compliance with federal, state, and local laws, union contracts and best practices (e.g., ORC, OAC, OCSEA, DAS/HRD)
Reviews and validates time entries submitted in Kronos and conversion records in HCM OAKS
Obtains proper documentation for requested benefit elections, schedule changes, overtime, compensatory time and other leave types (e.g., disability, parental, military, etc.)
Ensures proper processing of payroll deductions for taxes, benefits, charitable contributions, and other deductions (e.g., OPERS, Deferred Compensation, etc.)
Requests manual checks or direct deposits due to payroll errors or termination
Performs employee data entries in OAKS HCM (e.g., demographics, address changes, municipal tax locality, etc.) to maintain and update payroll records
Tracks, processes and monitors workers¿ compensation claims, Family Medical Leave Act (FMLA), disability and/or other approved leave benefits
Reconciles leave time (e.g., vacation, personal & sick leave) for employees
Advises employees regarding benefit eligibility and payroll procedures
Processes payroll and benefit documents for new employees and transfers (e.g., I-9, benefit enrollment forms, disability, etc.)
Researches and responds to payroll and benefit inquiries and employment verification requests
Coordinates payroll and benefit corrections with DAS/HRD
Reviews and recommends changes to HR policies and/or procedures for compliance with human resources rules
Assist in preparing and maintaining personnel records
Participates in new employee orientation.
Coordinates agency approved charitable campaigns and fundraisers (e.g., CCC, Mid-Ohio Food Bank, etc.)
Assists in developing fundraising activity plans
Monitors progress of fundraising drives
Solicits participants, or volunteers for fundraising events
Prepares fundraising materials (e.g., fundraising envelopes, bid sheets, gift bags, etc.) drafts correspondences communicating fundraising events and program data
