Job SummaryThe Health and Safety Executive (HSE) is the independent regulator for work-related health and safety, building safety and chemicals. Our purpose is to protect people and places to ensure people feel safe where they live, where they work and, in their environment.

There is a current opportunity for an experienced investigator or regulator to join HSE’s Building Safety Division.  As part of the Government’s response to the Grenfell Tower tragedy, HSE established and is continuing to grow and develop the new Building Safety Regulator (BSR) under the Building Safety Act 2022 . There is considerable work still to do to develop and embed this fledgling regime and much work yet to come in the response to the Grenfell inquiry reports. This requires HSE to secure lasting and positive changes in industry leadership, competence and culture, work with stakeholders to overcome challenges and seize the opportunities that arise from policy that is driven from the very highest levels of Government.

Job DescriptionAs an Investigator with HSE’s Building Safety Division you will work as part of a team that undertake proportionate investigations and enforcement into potential breaches of the Building Safety Act 2022 and other relevant legislation.

Key Responsibilities:

Identify, gather and sift evidence, and where necessary obtain, plan and execute searches of premises under warrant or statutory provision

Record, retain and review material to comply with disclosure responsibilities under the Criminal Procedures and Investigations Act 1996 (CPIA)

Develop and implement strategies for interviewing victims, witnesses and suspects (under caution) in line with the principles of achieving best evidence and the Police and Criminal Evidence Act 1984

Critically analyse complex information to make accountable and well-reasoned decisions or recommendations

Prepare and submit files to decision-makers, including to HSE prosecutors for charging decisions or tribunal hearings

Effectively manage own case work and develop appropriate strategies aligned to investigative objectives

Attend court to give evidence and support prosecutors throughout criminal proceedings or tribunals

Provide victims and witnesses with support throughout the investigation process ensuring they are kept up to date and any identified risks are effectively managed

Build and maintain strong relationships with internal and stakeholders and problem solve through negotiation and communication.

Travel

There will be a requirement for frequent travel for operational purposes e.g., to attend premises, sites or other locations in support of investigations. There will also be the need for occasional travel for training, team meetings, staff developments etc.
