Overview

The IT Security Specialist II is responsible for researching, developing, implementing, testing, and reviewing the organization’s information security to protect information and prevent unauthorized access. They will keep City employees informed about security measures, explain potential threats, install software, implement security measures, and proactively monitor networks. This position is part of the Security Operations Center, which is staffed 24 hours a day, 7 days a week and will require shift work including nights and weekends.

Responsibilities

Data loss and fraud prevention, security architecture, identity and access management, investigation, and forensics
Must identify risk factors and propose solutions
Enforcement of security policies and procedures
Plans and tests responses to security breaches
Tests, deploys, and maintains security hardware and software products
Protects system by defining access privileges, control structures, and resources
Maintains quality service by following organization standards
Maintains technical knowledge by attending educational workshops and reviewing publications
Contributes to team effort by accomplishing related results as needed
Analyze IT specifications to assess security risks
Secure networks through firewalls, password protection, and other systems
Document best practice baseline configurations for systems and network design
Inspect hardware for vulnerable points of access
Serve as a security expert and conduct trainings when needed
Act on privacy breaches and malware threats
Recognizes problems by identifying abnormalities and reporting violations
Implements security improvements by assessing current situation, evaluating trends, and anticipating requirements
Determines security violations and inefficiencies by conducting periodic audits
Keeps users informed by preparing performance reports and communicating system status
Monitors network activity to identify vulnerable points and to communicate them to IT teams
Monitors critical network, security, applications, and endpoints
Identifies service issues in a timely manner; updates and escalates them as required to determine emergency restoral procedure to resolve service
Perform daily routine alarm monitoring and operational activities to reduce or eliminate any operational issues
Proactively investigate suspicious activities, ensuring that potential security incidents are correctly defended, identified, analyzed, investigated, and escalated
Performs other related duties and fulfills responsibilities as required.

Position Type and Typical Hours of Work

Exempt – Full-Time
Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications

Associate’s degree or 2-year technical certificate
Four (4) years of experience

A valid driver’s license is required; successful out-of-state candidates must be able to obtain a valid Texas driver’s license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
