SALARY:

$60,000 to $76,000+ per year, the posted salary range represents the minimum to the midpoint within RVU’s compensation plan. RVU’s full compensation structure provides a minimum to a maximum range. The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to skill, knowledge, experience, education, and credentials.

Primary Purpose:
The Manager of Campus Safety and Security, Clery Act Compliance Officer on the Parker campus, will report directly to the Director of Campus Safety. This position will be responsible for ensuring the safety and security of all students, employees and guests on the University property. The manager also plans, organizes, directs, evaluates, and reports on all personnel and operational functions involved in the safety, security, traffic, and parking functions. The manager will act as the University’s safety liaison with all local, state, and federal law enforcement agencies. The manager will monitor the compliance of the federal Jeanne Clery Act, and Violence Against Women Act (VAWA) laws as well as any other local, state and federal regulations related to required laws and campus safety and security. This position will also establish and provide training programs, University-wide, in areas including but not limited to active threat/shooter, campus security authorities, safety and fire wardens, and violence education and prevention. They will assist directly in any missing person reports and reports concerning domestic violence, sexual assault and stalking associated with RVU campuses.
Essential Job Functions:
Provide supervision of the Campus Safety Supervisor and Training Officers as well as indirect supervision of Security Officers. This includes hiring, monitoring progress, evaluations and making merit recommendations to the Director of Campus Operations.
Ensure implementation and compliance with all aspects of the Clery Act, to include training of all CSA’s, managing daily crime logs, as well as on-going changes and laws or regulations affecting the Clery Act to the state level.
Conduct comprehensive assessments and evaluations of public safety and security services and operations based on both established and projected needs.
Monitor current safety and security policies and implement and establish new campus security and safety policies and procedures as needed.
Supervise staff in the response to all emergency calls within the Campus including but not limited to medical emergencies, personnel safety, theft, crimes against persons, and fire; contact emergency agencies as needed.
Develop and implement basic and ongoing in-service training for campus safety personnel as well as larger training sessions and safety drills for faculty, staff and students as needed.
Supervise and demonstrate safe work practices and attitudes, follow safety rules, work to prevent unsafe conditions and behaviors and participate in organizational and departmental safety programs.
Develop and maintain a positive working relationship with Supervisor, Faculty, Staff, Students, local law enforcement, public health and safety, and fire officials. Formulate rapid response systems with appropriate law enforcement agencies.
Lead and/or participate in meetings requiring safety and security and threat assessment expertise.
Work in conjunction with the Director of Campus Operations to develop and manage the operating budget for the campus.
Supervise and operate the mass notification system in the event of an emergency and assist the Director of Campus Operations in identifying high-risk areas and initiate actions to reduce risk exposure.
Enforce State and Federal regulations and requirements on campus.
Supervise and manage the policies and procedures for lost and found property.
Assure that all exterior areas are patrolled and clear at all times during snow/winter and that walkways and parking lots are clear to avoid accidents.
Conduct investigations and write reports; contact and follow through with law enforcement authorities as appropriate regarding crimes on campus and reportable geography.
Develop and coordinate various safety programs and emergency response procedures, including the campus emergency preparedness plan.
Oversee the parking control system (parking permits and citations).
Assist with University-wide audits as needed.
Perform all other duties and projects as assigned including assigned shift coverage during personnel shortages or absences as necessary.
Required Knowledge, Skills, and Abilities:
Ensure implementation and compliance with all aspects of the Clery Act.

Able to work independently and provide reporting as needed to the Director of Facilities and Security.
Must be able to carry out and comply with policies and procedures.

Principles of leadership and management, project management, and training and development.
Knowledge of the Clery Act and associated regulations and completion of a basic and/or advanced Clery Act Compliance Training course.
Ability to work with sensitive information and preserve confidentiality, meet deadlines, and maintain objectivity.
Extensive knowledge or experience with Computer Aided Dispatch (CAD) and Records Management Systems (RMS) or similar systems.
Track record of leadership on diversity, equity, and inclusion initiatives to foster a diverse, equitable, and inclusive environment for faculty, staff and students.
Minimum Qualifications:
High School Diploma or equivalent.
Three (3) – five (5) years of experience in managing teams
Knowledge of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and Violence Against Women Act (VAWA)
Five (5) years of experience in a College/University or similar setting and experience in police/campus safety management
Preferred Qualifications:
Bachelor’s Degree from an accredited institution or relevant work experience
