SUMMARY

The Political Affairs and Security Policy (PASP) Division leads on the political aspects of NATO’s fundamental security tasks. Within the Division, the Southern Neighbourhood Task Force is responsible for relations with countries in the Middle East and Africa, especially with those participating in the Mediterranean Dialogue (MD) and the Istanbul Cooperation Initiative (ICI).

At the Washington Summit in July 2024, allied leaders agreed on an Action Plan for the Southern Neighbourhood.It focuses on improving political dialogue, strengthening security cooperation, increasing NATO’s visibility in the region, boosting situational awareness, and fostering collaboration with international organisations, such as the GCC. It also includes the decision to ensure the NIRC is provided with adequate human resources.

The Officer is based at the NATO Office at the NATO-ICI Regional Centre (NIRC) in Kuwait. The NIRC is a regional hub for partnership and cooperation on security matters between NATO and the Gulf region, through political dialogue, education and training, and public diplomacy. The Centre conducts events, such as conferences, discussions, round tables, as well as training courses. It is open to GCC countries, the GCC Secretariat, and NATO Allies.

Under the direction of the Head of the NATO Office at the NIRC, the incumbent supports the implementation of the NIRC’s Action Plan, including planning, conceptualising events, and organising activities at the NIRC.

They also contribute to the development and implementation of the Individually Tailored Partnership Programme (ITPP) between NATO and Kuwait, as well as the implementation of ITPP’s with other ICI countries, as appropriate and in accordance with NATO’s procedures.

They may be required to travel to other countries in the region, and travel to NATO HQ

QUALIFICATIONS AND EXPERIENCE

Essential

The incumbent must:

possess a university degree, or equivalent level of qualification, from an institute of recognised standing, preferably in the field of political science, international relations, security studies, regional studies, or another relevant discipline;

have at least 2 years of related professional experience in or on the Middle East, in diplomacy, development, or defence and security matters, in a national or international post;

have a very good knowledge and understanding of MENA countries, especially those participating in the ICI, and of issues affecting them;

be willing to work closely with colleagues from different countries and backgrounds in a multi-cultural and multi-disciplinary environment;

have the ability to create own measures of excellence and improving performance;

have excellent interpersonal and communication skills;

have excellent analytical and drafting skills in one of the two official NATO languages;

have a valid driving license (B);

possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

A very good knowledge of oral and written Modern Standard Arabic (MSA).
