Pay Range: $110,000/year

Position Overview:

JFS seeks a compassionate, mission-driven individual to join the Operations team as the Interim Director of Safety and Security.

Consistent with its values and traditions as a Jewish organization, JFS provides human services primarily to San Diego communities. We also contribute to programs in Riverside County and other communities through partnerships where we add unique value and support. JFS prides itself as a “safe place to work and volunteer.” JFS maintains a contract for security services for the protection of its staff, volunteers, guests, clients, and facilities. A team of armed and unarmed security officers provides protection services for JFS facilities across San Diego County. These locations include offices that provide immigration, refugee, and asylum services. JFS also delivers site security for the Safe Parking Program, which provides a safe and welcoming environment for unsheltered families and individuals living in their cars, many of whom have recently found themselves homeless for the first time.

Currently, JFS’ top security priorities are continuing to develop and integrate its robust physical security systems at its facilities, training its staff and volunteers on emergency preparedness procedures and threat response training, and developing a safety and security plan that includes accessible policies and training materials.

The successful candidate will have strong interpersonal, organizational, oral, and written communication, intercultural, and listening skills and will demonstrate qualities that contribute to a setting where teamwork is highly valued and the goal of advancing learning and development in security and safety procedures is prioritized. The successful candidate must understand or be able to quickly understand JFS’ organizational culture, the agency’s relationship to its law enforcement and fire protection partners in the San Diego area, demonstrate a commitment to the idea of community-based security, foster a high level of confidence and trust in the JFS community, and maintain the physical and mental ability to defend self and others. Because of its work with broad constituencies in San Diego County, Riverside County, and beyond, JFS is seeking candidates who have a demonstrated commitment to cultural competence and leadership in building equitable, diverse, and inclusive environments.

Political savvy and the ability to interact effectively with all elements of the JFS environment.
Strong technology skills, with an exceptional understanding of the value and importance of technology, physical security systems, and social media in support of safety and security in today’s world
Thorough knowledge of the legal aspects of the role relating to security and safety, such as regulations promulgated by the California Bureau of Security and Investigative Services (BSIS), Cal OSHA (Safety and Health Training and Instruction Requirements), and FEMA’s emergency management standards
Solid problem-solving skills with the ability to determine needs, address issues, manage change processes effectively, and create new possibilities in growing JFS’ security capabilities
Emotional intelligence, energy, a sense of humor, and a positive, uplifting attitude
Ability to actively listen to all sides of an issue, ask knowledgeable questions, adapt to significant changes on the spur of the moment without being reactive, conduct difficult conversations when pertinent, remain “cool under pressure” no matter the situation, accept input from all levels of the institutional community, and then make complex, well-informed decisions
The ability to build trust in the security services staff shows that they care about their success, and persuade them to follow their lead
Strong assessment skills, with the ability to make data-driven decisions, set expectations, devise and fully implement plans, analyze the results, and propose further changes and updates based on these outcomes
A holistic approach to safety and security that includes mental health training, an understanding of student development, and a willingness to collaborate with mental health and student affairs professionals in cases involving wellness
Deep understanding of best practices and current trends in non-profit safety and security with the ability to keep JFS’ security capabilities on the cutting edge in all aspects of safety and security
Approachability, availability, accountability, and an open-door policy
Willingness to continually learn, grow, and acknowledge that they may not always immediately have the answers
Ability to multi-task in an ever-changing environment

Responsibilities:

Provide oversight of all safety and security services at JFS
Provide direction, assignments, consultation, and feedback to JFS’ contract security provider
Conduct audits of security contracts, including billings, post orders, and training requirements
Foster effective partnerships with local, state, and federal law enforcement and public safety entities to ensure coordination of information, intelligence, and incident response
Conduct periodic tabletop exercises, drills, and training sessions with staff and appropriate partners to test JFS’ emergency plans
Review and, if necessary, respond to safety and security incidents to determine additional actions and steps needed
Regularly communicate with JFS senior leaders about important safety and security concerns and issues and provide recommendations when appropriate
Regularly upgrades, inspects and tests the JFS emergency notification system and other physical security systems (electronic door access, alarms, security cameras, etc.)
Provides physical security assessments of buildings, offices, and outdoor spaces when requested
Conducts threat assessments in consultation with appropriate law enforcement entities
Makes recommendations for the purchase of appropriate supplies, materials, and equipment to support the safety and security mission
Manages budgets and line accounts as necessary
Writes clear and concise reports
Provides metrics reporting to management to identify security trends and other key performance indicators (KPIs)
Communicate professionally and effectively, both orally and in writing, with agency employees, departments, and outside agencies
Maintain regular attendance and punctuality
Provide administrative reports and summaries as required

Skills/Experience/Abilities That Are a Must-Have:

A college degree, ideally in a field related to criminal justice, public safety, emergency management, or a related field
Demonstrated progressive supervisory and administrative experience, preferably within federal, state, and local law enforcement or in higher education or military safety and security
Detail-oriented individual with extraordinarily strong organizational, interpersonal, and communication skills
Intermediate skills in Microsoft Office products (Word, Excel, PowerPoint, Teams, etc.)
Proficient in communicating utilizing Microsoft Teams and other collaboration tools
Previous experience maintaining accurate records, managing multiple tasks, planning, scheduling, and organizing work to meet changing priorities and deadlines
The ability to work independently or work effectively as part of a team
Ability to maintain confidentiality, think critically, and exercise independent judgment are required
Successful experience using tact, discretion, and courtesy while interacting with all individuals
Successful experience with diverse populations of varied ethnicity, ages, backgrounds and abilities, and a commitment to a culturally diverse environment

Skills/Abilities We’d Like You to Have:

Knowledge and experience utilizing and sourcing physical security systems, such as electronic access control, security cameras, intrusion alarms, and emergency notifications systems
Familiarity with providing training programs to staff on life safety equipment such as AEDs, first aid and bleeding control kits, and use of fire extinguishers
Ability to write emergency plans, post orders, and security and safety policies and procedures
Ability to identify additional security funding streams such as state and federal government notices of funding opportunities, e.g., annual security grant opportunities, and in turn, the ability to contribute to submission of such grant applications
