Job Description:
Matlock is seeking a highly experienced Facility Security Officer (FSO) Consultant to support our cleared programs on a long-term, hourly basis. The ideal candidate will have deep knowledge of NISPOM, DCSA requirements, insider threat programs, and security compliance regulations for cleared government contractors.
This role requires an independent contractor (1099) who can provide expert security guidance, help maintain compliance, and support security operations as needed.
Key Responsibilities:
Provide FSO advisory services to ensure compliance with NISPOM and DCSA regulations.
Assist with personnel security processing, including e-QIP submissions and security clearance renewals.
Support security program management, including insider threat programs, reporting, and audits.
Advise on facility clearance (FCL) and classified contract management.
Conduct security training and awareness programs as needed.
Ensure compliance with government security policies and procedures.
Maintain required documentation and assist with security inspections.
Required Qualifications:
Must be a U.S. Citizen and pass a background investigation.
Extensive experience as an FSO or Security Consultant in cleared government contracting.
Deep knowledge of NISPOM, DCSA, JPAS/DISS, e-QIP, and insider threat programs.
Ability to manage security compliance independently and advise on best practices.
Strong communication skills to work with leadership, government agencies, and security personnel.
Preferred Qualifications:
Experience working with Top Secret Facility Clearances (TS FCL).
Prior experience supporting DoD, DoS, or Intelligence Community (IC) contracts.
FSO certification or equivalent security management training.
Additional Notes:
This is a long-term, remote, part-time (10 hours per month) consulting role.
All final 1099 candidates must be vetted through a background investigation before engagement.

Pay: $100.00 – $150.00 per hour
Expected hours: 2.5 per week
