POSITION TITLE: Safety and Security Constable
GRADES: K-12
STATUS: Full-Time, 10-month position

Position Description:
The LAAA Safety and Security Constable is responsible for planning, organizing, Emergency Management Training and directing all security related functions in the organization. Constables will plan an important role in supporting school administrators to ensure the safety and security of the students and team members in their individual buildings.
Qualifications:
Graduation from an accredited college or university with a bachelor’s degree in education, homeland security, public administration, or a related student behavior of school safety field is preferred.
Experience as a Law Enforcement School Resources Officer preferred.
Minimum 10 Years Law Enforcement Experience, retiring, retired or resigned from the agency in good standing.
Must possess and maintain firearms certification for handgun as required by the Delaware Board of Examiners professional standards for Constables.
Must be able to stand and work continuously for a minimum of four hours per workday.
Minimum lifting requirements – 50 pounds (with assistance).
Must be able to use arms and hands without restrictions to accommodate the physical, mobility, and ambulatory needs of students.
Extensive experience with Access Control systems and Video Surveillance System preferred.
Must possess a valid driver’s license.
Must hold or have the ability to hold a State of Delaware Armed Constable License.
National Incident Management System (NIMS) and Incident Command System (ICS) certifications are preferred.
CPTED Certification from National Institute of Crime Prevention preferred.
Bilingual in English and Spanish is preferred.

Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and practices of school operations and school safety.
Knowledge of student behavior management preferred.
Knowledge of laws, codes and regulations pertaining to safety and student discipline preferred.
Knowledge and experience participating in tabletop exercise and drills required by state law.
Skill in working with school administration preferred, communicating with community members.
Skill in communicating effectively.
Skill in operating access control and CCTV systems.
Ability to maintain confidential information.
Ability to establish and maintain effective working relationships.
Essential Duties and Responsibilities:
Serve as a Delaware Law Enforcement armed Constable providing safety and security for students, faculty, staff and guests at the elementary/middle or high school level.
The Constable will work directly with the local police authority, as well as the school’s administration, in providing safety and security for the school’s population.
As a team member of the Department of Public Safety, assist in problem solving security and safety issues through networking and teamwork using resources within the school, the Community and Law Enforcement. Gather intelligence information and disseminate it to appropriate LAAA staff.
Collaborate with the Constable team to advise and assist school administrators by developing and implementing proactive methods to anticipate, recognize and assess security risks in order to take action or to mitigate them.
Share CPTED principle and concepts to new building and improvement designs that support DE State regulations and Department of Education policies.
Provide consultation to school administrators in safety related investigations.
Regularly conduct safety and security assessments of the assigned campus and update emergency procedures as needed.
Meet and maintain requirements for being certified as a Constable (State of Delaware) as established by Delaware Code Title 24 Chapter 56, and other related sections.
Exercise the powers and duties prescribed by the Constable Board of Examiners.
Responsible for the safe storage of LAAA issued firearm while off-duty.
Incumbent will monitor campus safety telephones, radios, security/fire alarms and CCTV cameras for proper function and expected performance.
Responds to emergency calls for service for students, faculty, staff and visitors, collaborating with State and local law enforcement agencies to prevent and respond to criminal acts.
Operates DELJIS, Report Executive Records Management System, Access Control Systems, ID Card Production, Public Announcement System, Lockdown System, Camera’s and other assigned Safety Department technology.
Report all safety issues/hazards to the LAAA Director of Operations, Chief Operating Officer or Administration.
Provide consultation to school administrators in safety related investigations.
Conduct safety and security assessments of LAAA campuses and provide recommendations to the Director of Operations to improve the safety and security of each school’s campus.
Perform other duties, which may be assigned by the LAAA Chief Operating Officer, Director of Operations or the LAAA Administration.
