Summary
The Nuclear Security Lead is responsible for implementing the NRC Commission approved Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, and Cyber Security Plan for South Texas Project. Directs day to day shift activities of assigned personnel ensuring all regulatory requirements are met and serves in the roles of Security Lead during Emergency Plan or Security Contingency Events. Reinforces expectations with frontline employees, coaches when appropriate, and models desired behaviors and performance.
EDUCATION

High School Diploma or equivalent

EXPERIENCE

2 years in, or combination of, regulated law enforcement or security position that includes sworn local, state, or federal law enforcement, commercial nuclear power security, or U.S. Military Services Military Police or Security Forces career fields. (Required)
18 months experience performing du•es that involve implementation of a Protective Strategy (Preferred)
3 years US Military with an Honorable Discharge, Law Enforcement, security operations, security systems, regulatory compliance, quality assurance, or other field associated with a Nuclear Security Program (Preferred)
1-year supervisory responsibilities (Preferred)

LICENSE/CERTIFICATIONS

Firearms qualification with handgun and rifle per STP site training and qualification plan.

ESSENTIAL RESPONSIBILITIES

Meet and maintain the mental, physical, psychological, and training requirements of Appendix B to Part 73 General Criteria for Security Personnel
Lead by Example: Models, through actions and words, the Core Values, the Leadership Model, and the Standards and Expectations.
Coordinates day to day shift activities and the on-duty security force responsible for implementing the Nuclear Regulatory Commission (NRC) approved Physical Protection Plan, the Safeguards Contingency Plan, and the Emergency Plan.
Contingency/Emergency Response: May serve as Response Team Leader of the security force’s response during security contingency events or directed by the on-shift Security Shift Supervisor.
Ensure Regulatory Requirements: Ensures regulatory physical security requirements are maintained and implement appropriate compensatory actions for deficiencies. Determines reporting requirements for security events and make appropriate notifications.
Coordinates Work activities: Coordinates procedurally driven activities for Security personnel and, where feasible, rotate employees between post assignments to maintain proficiency. Identifies critical/regulatory post requirements and allocate manpower to ensure critical/regulatory posts are manned. Verifies worker qualifications before employees begin work.
Performance Monitoring: Observes and evaluates frontline personnel performance against established policies, procedures, standards and expectations, and provides feedback reinforcing expected behaviors and performance, and coaches to improve identified gaps. Effectively utilizes the Observation Program to document, track, and trend shift performance.
Coaching: Meets regularly with assigned personnel to discuss positive and negative aspects of their employee’s behaviors and performance. Mentors employees to include developing verifiable goals and objectives to include any actions necessary to close gaps in behaviors or performance.
Post Checks: Conducts post checks to ensure posted personnel are alert and knowledgeable of assigned du•es and responsibilities. Post checks include an inspection of security force facilities and equipment and include time to build a healthy supervisor/subordinate relationship.
Initiate Corrective Actions: Uses the STP Corrective Action Program (CAP) or other programs to identify conditions that require corrective action to correct the condition or deficiency. Performs evaluations under the CAP, develops and implements corrective actions.

OTHER RESPONSIBILITIES

Accept outage position.
Accept ERO position and be able to meet the response requirements.
Ability to obtain and maintain unescorted access if needed.
Ability to pass all physical and NRC requirements for a Nuclear Security Officer
