POSITION SUMMARY

The Illinois Department of Central Management Services is seeking to hire a Security Manager within the Bureau of Property Management’s Division of Compliance & Accountability. This high-profile position oversees and controls security system processes and programs associated with security issues and identification badge processes and computer software systems. In addition, maintains access controls and authorization lists of individuals clearing background checks for ability to provide services to CMS owned or managed facilities. The ideal candidate is someone who possesses professional security system management experience, professional supervisory experience, as well as strong attention to detail, organization, and time management skills. POSITION ESSENTIAL FUNCTIONS
Under general direction, serves as Security Manager administering security functions for Illinois Department of Central Management Services (CMS) owned and operated facilities.
Performs detailed field assessments at all CMS owned and operated facilities to comprehend the operation of existing door latching hardware, handicapped accessibility devices, and compatibility of existing wiring/power supply to determine the steps needed to integrate all the devices into the CMS Hirsch Velocity system or a similar security software system.
Oversees the effective utilization, coordination, and administration of the agency’s security identification badge system.
Serves as working supervisor.
Coordinates and administers maintenance of inventory of EDP equipment and furniture assigned to the offices responsible for housing any security equipment.
Travels to various sites to provide functional oversight at all facilities and properties that are managed by CMS to contractual security guard services and off duty police security services where applicable as well as CMS security type positions.
Plans and prepares the annual budget for security systems and processes at all CMS owned and managed facilities and confers with the Facility Manager and Regional Manager of plans.
Monitors surveillance resources and reports suspicious activity to manager to investigate violations and incidents if reported or observed.
Conducts training sessions for CMS Facility Managers, supervisors, and security staff.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
Requires two (2) years of progressively responsible administrative experience in a security related field.
PREFERRED QUALIFICATIONS
Prefers working knowledge of Hirsch Velocity Security System software or similar computer security access software.
Prefers working knowledge of how to identify specific cabling and other supplies needed for security system setups and upgrades.
Prefers professional experience managing either an independent or supportive agency program.
Prefers professional experience analyzing administrative problems and adopt an effective course of action.
Prefers professional experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
Prefers professional experience estimating and budgeting for future needs and cost of equipment, supplies, and services related to security for state facilities.
Prefers professional experience developing and maintaining cooperative working relationships.
SPECIALIZED SKILLS
Requires ability to utilize Hirsch Velocity Security System software or similar computer security access software.
Requires ability to identify specific cabling and other supplies needed for security system setups and upgrades.
CONDITIONS OF EMPLOYMENT
This position requires the applicant to pass a background check.
Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
Requires the ability to travel.
Requires the ability to utilize agency supplied materials/equipment (e.g., cell phone, laptop, etc.).
Requires the ability to be on-call for alarm and emergency security issues after hours and on weekends/holidays.
