POSITION TITLE: PEO-Public Enforcement Officer 3pm to 11:30pm this position has a shift diff of 35 cents on top of pay

SUPERVISORY RESPONSIBILITY: None

CLASSIFICATION: Non-Exempt

SUMMARY:
The Parking Enforcement Officer performs a variety of parking regulation enforcement duties within the City of Reading. Essential responsibilities include but are not limited to, enforcing various parking regulations within the City of Reading on foot, vehicle or bicycle patrol; appearing at hearings; conducting parking related surveys; reporting adverse or dangerous conditions; snow removal and related activities. Extensive contact with the public is required for the performance of duties, which also includes answering parking related questions, relaying factual information or explaining simple procedures. PEO’s accurately issue parking violations and collect and report parking related data when required in accordance with RPA policies and procedures. An employee in this position may be required to work variable shifts, weekends, and Holidays. Work locations are throughout the City of Reading.

ESSENTIAL FUNCTIONS:

Operates computerized parking enforcement equipment and may on occasion be required to issue hand-written violations in accordance with RPA policies and procedures.
Accurately maintains daily patrol and activity logs.
Routinely uses two-way radio equipment to receive instructions and communicate information to the Office, Supervisor, or other PEO’s.
Patrols parking facilities, lots and assigned patrol areas on foot, vehicle or bicycle for locating vehicles parked in violation of City, State, or RPA regulations. Daily, patrols garage one-time in the morning and one-time again in the afternoon to enhance the physical security of those facilities.
Appeals Process acts as the first point of contact/first step of the appeals process: will review all appeals and handle per RPA policy and procedure, or, advance the appeal to the next level which is review by the Independent Hearing Master.
Appears before District Justices and Hearing Officers as required to provide testimony on issued parking violations.
Handling all customer service issues and problems on the street.
Develops strong departmental customer service standards and customer relations.
All other duties as assigned.

QUALIFICATIONS:

High school graduate or GED equivalent, preferred.
Bilingual in Spanish strongly preferred.
Must be able to organize and complete task in a timely manner.
Excellent communication and interpersonal skills.
Demonstrated problem solving and judgment capabilities.
Must be able to work in all weather conditions.
Ability to work well under pressure.

ADDITIONAL ELIGIBILITY QUALIFICATIONS: Must be able to successfully pass a criminal background check, physical and substance abuse screen. Must possess a valid driver’s license. ESSENTIAL PHYSICAL FUNCTIONS: While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, walk at minimum 75% of the working day, sit, use hands to finger, handle or feel and reach with hands and arms. The employee must occasionally lift and move up to one hundred (100) pounds. Specific vision abilities required of this job include close vision, distance vision, color vision and peripheral vision.
