Description:

Akima is looking for a Facility Security Officer to support assigned subsidiary companies in working out of our Herndon, VA location. The FSO will report directly to the Director of Security. The FSO manages the industrial security program for assigned companies, including processing, and maintaining security clearances; management of facilities; management of personnel security records; classified contracts; and ensures the Security Programs are compliant with all government regulations as well as meeting the requirements under the 32 CFR Part 117 (NISPOM) National Industrial Security Program Operating Manual. The FSO provides specialized expertise, guidance, advice, training, and support to executive management, operations management, and employees, as applicable, concerning all aspects of the company’s security policies, procedures, and practices. The FSO will frequently rely on independent judgment and discretion, as well as the identification, analysis, and resolution of security-related matters. The FSO will also be appointed as the Insider Threat Program Senior Official (ITPSO) for assigned subsidiaries.

Responsibilities:
Work actions related to new contract start-ups including review of DD254’s/PWS or SOW documentation, issuance of subcontract DD254’s if necessary, facilitate completion of SF312’s and any other onboarding activities needed to ensure a smooth onboarding experience.
Work all actions related to phase-outs or transfers of contracts to include debriefing actions and any other required security actions that are identified.
Daily use of the Defense Information System for Security (DISS) and National Background Investigation Services (NBIS) to manage personnel security clearances, initiating initial investigations and periodic reviews, visit requests, incident reports, reciprocity requests, verification of clearances, and all other actions processed in this system.
Provides initial security briefings and, if required, briefings for NATO and COMSEC. NATO and COMSEC updates are made in DISS and/or directly to the customer.
Completes/submits encrypted VARs/VALs and SCI requests.
Works directly with the information security section to investigate security breaches, identifies and resolves security related problems that arise, and finalizes appropriate agency reports if required.
Manages National Industrial Security System (NISS) account records for assigned companies. This will include Change Condition packages reporting any company and KMP updates, uploading requested data for DCSA audits/continuous monitoring meetings, communication with Industrial Security Representative(s) (ISR), entering annual projected security investigation numbers, and uploading of certification of Annual Self Inspections.
Reports findings, incidents, and any other required SEAD reporting using the automatically generated documentation provided by departments within our organization. Additional investigation made be necessary to provide a complete report.
Attends meetings with DCSA and IC security personnel.
Educates employees about the upcoming DCSA facility audits, overseeing the semiannual self-inspections to ensure the company follows through on all remedial actions when identified.
Will be the Security expert POC for writing and/or reviewing the security portion of proposals and other contract requirements.
Engages in ongoing communications with co-workers as well as company business groups ensuring company-wide understanding of security policies and procedures are followed.
Maintains continued relationships with intelligence community government agencies, other related government agencies, and private sector counterparts.
Performs other activities as assigned.
Qualifications:
Must have 3 years’ experience as a federal contractor providing industrial and information security support for government customers.
Must have current Top-Secret Clearance.
Certified as an FSO per the NISPOM requirements. Possessing certification is preferred.
Excellent written and oral communication skills.
Ability to interact with, and ability to present to, senior level managers.
Must have hands on working experience within DISS, NBIS, NISS, and SWFT.
