Great Hill Solutions is seeking a highly motivated Personnel Security Specialist that will provide personnel security support services to United States Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO). This a hybrid position that is located in the Washington, DC, area and the individual will be required to work onsite at the USDA’s Washington, DC’s location as needed by the customer.
Support services will include providing personnel security support in the areas of security credentialing, and compliance with Regulations and Directives concerning personnel security. The USDA OCIO Personnel Security Office is responsible for the administration of the OCIO Personnel Security Program. This includes, but not limited to pre-employment background checks, determining initial suitability for employment for federal employees and contractors in public trust positions, and ensuring that periodic reinvestigations are completed within applicable times.
Responsibilities include but are not limited to:
All administrative duties associated with standard filing practices, such as file folder creation,
preparation of file labels and filing in prescribed order and location within secure cabinets (needed
for items that are unable to be completed electronically, i.e., fingerprint forms).
Coordinate with OCIO Human Resources (HR) staff concerning security matters for all visitors and
interns at USDA offices across the United States.
Process and track pre-hire background checks consisting of OCIO-conducted Federal Bureau of
Investigation (FBI) Fingerprint Checks or Defense Counterintelligence and Security Agency (DCSA)
conducted Special Agency Checks (SAC). Conduct pre-hire check adjudications and forward results
to hiring officials for Federal Employees and to Contracting Officer Representatives (COR) for
contractors.
The initiation of all background investigations, commonplace with a PSP environment, using
automated systems. Currently, the government standard is the National Background Investigation
Services (NBIS) Electronic Application (eApp). All aspects of NBIS eApp must be utilized for this
activity. It will be the government’s responsibility to ensure the contractor is properly established
with an NBIS account/access rights, appropriate privileges, etc. Responsible for processing all NBIS
eApp forms and carefully examine personnel security paperwork for completeness, before being
submitted to DCSA for investigation. Responsible for coordination with submitting Agency/office to
promptly correct any deficiencies ensuring that the NBIS eApp forms are submitted to DCSA within 1 days from the date signed by the subject.
Obtaining subject fingerprints using the HSPD12 credentialing system or third-party vendor (FieldPrint)
Communications with all personnel affected by the OCIO PSP, either by email, telephone or in
person, for overseeing the PSP as it pertains to each individual and their specific circumstances.
Maintaining effective lines of communications to ensure investigative actions are completed in a
timely and efficient manner.
Reviewing all PSP applicable documents that are part of the overall security questionnaire process,
those being, the NBIS eApp (SF85, SF85P, or SF86), OF306, Fair Credit Release, SAC/Criminal History report, and other documents as needed.
Interfacing with DCSA, the Office of Homeland Security (OHSEC), Personnel and Document Security Division (PDSD), and other departmental program offices and agencies as it relates to the PSP.
Reviewing assigned returning investigations that have been completed by DCSA for preparing
various items needed to put a case in a closed status. This would include preparing certificates of
investigation on favorably adjudicated cases, completing the OFI79A (a DCSA reporting document),
and other documents as necessary to complete the case closing process.
Access Interagency Personnel Security databases (CVS/DISS/PIPS) to verify and review levels of
investigations/clearances and the existence of derogatory information that could prevent
employment or granting position suitability.
Maintaining the PSP database, a Microsoft (MS) Access and Excel databases, with the information
needed to completely track/report on all investigations and their statuses regarding OCIO personnel.
Produce reports for agency points of contact as required. Ensure that data entered is complete and
accurate.
Reviewing returning cases (Report of Investigation) that are classified as “issue” cases to identify
discrepancies that need to be adjudicated with the affected individual. This can result in the
creation of letters of inquiries that must be sent to the individual to solicit a response to the
identified issues.
Participating in the final adjudicative process with the PSO on all cases deemed as issue cases for
arriving at either a favorable or unfavorable suitability decision.
WebSETS – entering data for new and on-going PSP actions for all OCIO Federal and Contractor
applicants/employees. Entering data into WebSETS to document investigation processing actions,
completed investigations, and adjudicative outcomes. Ensuring that data entered is complete and accurate.
National Finance Center (NFC) LincPass Database (USAccess) – Processing verification of Adjudication process for OCIO employees for submittal of LincPass identification cards as it pertains to Homeland Security Presidential Directive (HSPD-12).
EmpowHR / Person Model – Entering OCIO employee data into the Person Model System in order
to associate contractors to specific contracts and provide sponsorship for the LincPass identification card as it pertains to HSPD-12 Directive.
Review and update the NFC EmpowHR System with investigation data to facilitate on-boarding OCIO Federal Employees.
Coordinate with Resource Management personnel for each OCIO agency to reconcile purchase
orders for background checks and initial and recurring investigations.
Continually review, improve, or develop processes and procedural improvements to ensure
efficiency, timeliness, and accuracy.
Maintain appropriate contract company documentation as required to document time worked, leave taken, etc. The time keeping documentation must be correct and accurately reflect the hours
worked toward the duties described.
Perform other duties as assigned as they relate to and are within scope of the OCIO PSP.
