The DepartmentThe Security, Integrity and Information Security (“SIIS”) Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security and Information Security Risk & Assurance functions.
The job holder reports to Assistant Doping Control Manager. S/he is responsible for ensuring all anti-doping operations carried out in Hong Kong and China comply with the HKJC Rules of Racing and Standard Operating Procedure (SOP) and monitoring of the performance of Doping Control Officer. It also works with various stakeholders to ensure the chain of evidence during anti-operation operation is intact. Travel to Mainland China is required.
The JobYou will:
Assist his/her supervisors in managing anti-doping tasks and any projects relating to doping-control in both Hong Kong and Mainland China
Provide operation direction and training to ensure all anti-doping activities are executed in compliance with the Club’s applicable rules and departmental SOPs to ensure that the chain of samples withstanding any legal challenge
Supervise and monitor anti-doping operations for horses, Club’s employee and Club’s licensee in both Hong Kong and Mainland China
Counter check the collected sample and to make sure accurate information is recorded and documented properly before onward submission
Manage the duty roster and division of labour
Ensure the effective operation and manage of all sampling kits and devices at all sampling facilities
Response to incidents and compile incident reports; and provide applicable recommendations to strive for constant improvement of anti-doping operation
Maintain the administrative work of Anti-Doping Team and work with various stakeholders
Maintain and update the anti-doping data base and ensure its accuracy
Regular review and update the relevant SOPs
Support sampling operations for the Conghua Racecourse (CRC), including:
Delivery of horse and human samples from CRC to the Racing Laboratory
Provision of assistance in facilitating cross-borders Customs Clearance
Delivery of training in terms of sampling operation
Undertake other duties assigned by his/her supervisors
About You
You should have:
A post-Secondary education; A university degree is preferred but not a must
At least 1-year of relevant working experience
A good working knowledge and understanding of anti-doping activities and modern trend/measures
Good written and verbal communication skills for liaison with both internal and external agencies
Proficiency in both written and spoken English, and Cantonese and Mandarin
Good leadership and interpersonal skills
Competence and literacy with computers
Flexibility to work shift duties including holidays and at odd hours
