Job Description

That’s why we are looking for a passionate and skilled Security Program Manager to join our dynamic security team and drive the vision for a safer future.
As the Security Program Manager, you will play a pivotal role by:
By guiding staff in the development and implementation of a centralized security management program; to include short and long-range goals, objectives to manage the City’s physical security programs and systems based on prioritization of risk and vulnerability
Developing and overseeing the security risk assessment process and related threat and vulnerability assessments for City facilities and employees
The Security Program Manager will oversee and facilitate the Basic Threat Evaluation & Reporting training, as well as Active Shooter / Stop the Bleed training for all City employees in conjunction with other personnel within the Chesapeake Police Department and the Chesapeake Fire Department’s Community Risk Reduction (CRR) Division
Overseeing City Security Staff – provide training, scheduling and supervision for the Security Officers (both City employees and Contract workers) that are assigned to various City facilities; ensuring security staff fulfill the CARES philosophy while providing safety to citizens and employees
The Security Program Manager will provide operational and managerial oversight of security contractors and vendors; develops performance requirements and contractual terms to ensure projects are completed following City goals
Participating in City management teams to provide input into the development and implementation of relevant policies; assisting with strategic planning, research, studies and special projects; responds to inquiries related to security services activities and policies
Coordinating with City departments to implement security changes/upgrades based on assessments; assists departments with development of facility security plans and evaluation for effectiveness of operational systems
Working with the Department of Information Technology (DIT) to conduct investigations of security incidents and reports of policy violations; assisting in producing detailed reports with analysis and recommendations based on findings from the investigation
Working with DIT and the Department of Public Works (PW) Facilities to identify, analyze, inspect, and prioritize security equipment and replacement needs based on age, repair history, and efficiency; review cost estimates, specifications, drawings, and documents for existing and proposed facility or building security systems and related equipment
Leading the City’s Employee Safety and Security Workgroup and provide guidance for a coordinated approach to workplace safety and security, regulatory compliance, risk mitigation, and training
The Security Program Manager will work with a wide variety of stakeholders involved in safety and security across the City and externally with regional, state, and federal entities – Being involved in the Regional Safety & Security Workgroup
Perform other job duties as directed requiring skills, knowledge, and physical requirements as demanded by those duties.
Required Qualifications
Vocational/Educational Requirement
Requires a bachelor’s degree in Emergency Management, Homeland Security, Criminal Justice, Security Management, Public or Business Administration or related field Master’s degree preferred.
Experience
In addition to satisfying the vocational/education standards, this class requires a minimum of five years of related, full-time equivalent experience including two years of supervisory/management experience.
Special Certifications and Licenses
Requires a valid driver’s license and driving record in compliance with City Driving Standards.
National Institute of Crim Prevention (NICP) Basic Crime Prevention Through Environmental Design (CPTED) Professional Designation preferred.
Special Requirement(s)
Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

Be a United States Citizen;
Be a high school graduate or possess a GED/HSE;
Posses a valid motor vehicle operator’s license with an acceptable driving record in accordance with City Driving Standards.

Dishonorable discharge, Bad conduct/Misconduct discharge, and Other than Honorable discharges from military service. General and Uncharacterized discharges from military service will be evaluated on a case-by-case basis.
Untruthfulness or the withholding of pertinent information during any phase of the application process (e.g. application, interview, paperwork).
Cheating on any examination or testing associated with the process.
An acceptable driving record is determined as the following:
No more than two convictions involving any moving violation within the last twelve months.
No violations or convictions that indicate the valid driver’s license is/was denied, suspended or revoked during the past two years for any reason other than failure to pay fines or other non-drug or alcohol related administrative reason(s).
No drug or alcohol related driving convictions within the past three years.
No more than one conviction of reckless driving or driving 20 or more miles over the speed limit within the past three years.
Convictions which are so egregious that they could be deemed negligent in the City’s duties to the public may be addressed separately through the City’s Disciplinary Policy or may result in disqualification of an applicant, intern, or volunteer. The date of conviction and anticipated date of hire will be used when determining eligibility under this policy.
