Summary:This vacancy is for a GS – 0080 – 12, Security Specialist (Port) located in the Department of Homeland Security, U.S. Coast Guard, SECTOR LOWER MISS CONTINGENCY PLANNING and FORCE RDNS STF.
Responsibilities:You will serve as a Security Specialist (Port) and serve as a port security subject matter expert responsible for the implementation and enforcement of EO 10173, as amended, the Ports and Waterways Safety Act of 1972, and other Coast Guard Maritime Security enabling authorities at the sector level. Typical work assignments include:
Leading activities of the Area Maritime Security Committees (AMSC), including identifying potential members, providing necessary regulatory documents, maintaining AMSC records, and leading mandated duties to ensure area maritime security plans and assessments are developed and conducted in accordance with MTSA.
Serving as Executive Secretary to the COTP’s (Captain of the Port) Area Maritime Security Committee (AMSC) with responsibility for the administrative duties of the Committee.
Coordinating, supervising, and performing periodic validation of port-wide Area Maritime Security Assessments.
Coordinating and planning the development and assessment of the Area Maritime Security Plan (AMSP) and MTSA required maritime security exercises.
Serving as a technical expert, exercising independent political judgment in developing and maintaining relationships with various stakeholders in government and private industry to further maritime and port security goals.

This position requires a Secret clearance.

Qualifications:To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience must include:
Providing maritime security preparedness planning, subject matter expertise, and technical support for Area Maritime Security (AMS) Plans (AMSPs).
Development and management of salvage response for harbor and waterway clearance or marine environmental response.
Assisting in coordinating, developing, maintaining, testing, and implementing AMS, MTS recovery, or salvage response in support of Ports, Waterways, and Coastal Security (PWCS).
