DescriptionThe Site Security Manager is responsible for implementing policies, procedures, and processes to provide physical security support for the construction of a DoD SCIF. Work performed at a higher level may include implementing and providing guidance to customers and management personnel on physical security issues such as security training, regulatory requirements, security policies and procedures andemerging trends in physical security and or other security related areas. Also, provide Operations Security (OPSEC) support in accordance with customer’s OPSEC Program.

COMPLEXITY: Problems typically involve multiple issues, areas, or specialties. Identify potential improvements in programs, processes, and recommend solutions to enhance results that include OPSEC concerns.

COMMUNICATION: Communicates with internal team members across multiple areas and client team members. May communicate with parties external to the organization (e.g., sub-contractors, vendors, etc.). Works to provide input/feedback to leaders regarding procedure, process and/or approaches to security.

Site Security Manager Duties

SSM Interpret and advise the program manager on the Intelligence Community Directive 705

Oversee, advise on, and process Secure Compartmented Information Facility (SCIF) requirements for construction projects inside and outside the continental United States in accordance with ICD-705.

In conjunction with the designated Combatant Command (COCOM) and Major Command (MAJCOM) Accrediting Official (AO), develop, publish and administer Construction Security Plans (CSP) and Site Security Plans (SSP) in accordance with ICD-705.

Manage government and contractor Construction Security Technicians (CST’s) and all associated tasks during construction projects; this includes overseeing operations inside and out of the Secure Storage Area (SSA) in accordance with ICD-705.

The SSM will conduct security inspections throughout the project to ensure compliance in accordance with the CSP and ICD-705.

The Site Security Manager will be solely responsible for documenting the construction of all designated SCIF space work in accordance with the CSP and ICD-705.

Upon project completion, the SSM will report their findings via the applicable CSP and ICD-705 format to the AO for verification and accreditation.

Basic Qualifications

Must possess a minimum of a TS/SCI clearance Minimum of eight (8) years of U.S. government experience in the areas of Physical Security, and Information Security, with some Personnel Security (PERSEC), and Operations Security (OPSEC).

Bachelor’s degree in a related area or an additional (2) years of experience. Comprehensive knowledge of ICD 705, the NISPOM and applicable Manuals, Directives, policies, and procedures.

Shall have Site Security Manager (SSM) Certification obtained through the Defense Security Service or equivalent

Shall have 10 or more years’ experience in physical, operational, and personal security

Must demonstrate working knowledge of Industrial, Information (INFOSEC), TEMPEST Communications (COMSEC) Sensitive Compartmental Information (SCI) and Special Access Programs (SAP) security disciplines

Shall have recent experience, no more than five years removed, managing facility accreditation utilizing ICD-705 checklist and established construction security plans
