Position Objective:
Reporting to the Assistant Chief Security Officer for Operations (ACSO), this position will be responsible for the management of all security operations and the implementation of all security programs within an assigned territory or facility.
Responsibilities:
Management of 24×365 security guard field operations, including training of guards and other security personnel, scheduled and unscheduled post inspections, record-keeping, contract payment, and contract compliance, and coordination with the Metro-North Railroad (MNR) Security Command Center (SCC).
Serve as liaison between the Security Department and the Metropolitan Transportation Authority (MTA) Police Department, contractors, the Safety Department, and local/district MNR management teams. Attend district meetings to address security issues, disseminate security information, and to foster security consciousness and behaviors within the workforce.
Performance of video investigations and data retrieval as needed for security, safety, criminal, and operational investigations throughout the assigned territory. Assist with the operation and management of other electronic security systems such as access control, intrusion detection, etc.
Monitor and assist with the coordination of capital projects and contractor activities within the assigned district. Ensure compliance with contractor security plans, access procedures, and reporting requirements.
Development of security guard post procedures, standing orders, special orders as needed, and development of security emergency plans for special circumstances and events, i.e. extreme weather, etc.
Serve on Right of Way Task Force (RoWTF) by patrolling, identifying and reporting security vulnerabilities along the RoW, liaising with MNR maintenance forces and other entities to facilitate repairs or remediation, and promoting general security awareness to MNR employees, contractors and others.
Serve as a qualified field responder to any designated MNR emergency response.
Assist with other general security duties as required.
Required Qualifications:
Required Knowledge/Skills/Abilities:
Knowledge of standard industrial security practices.
Management experience.
Demonstrated ability to manage organizational goals.
Demonstrated ability to manage multiple assignments with fluctuating priorities.
Experience with electronic video management systems.
Experience with electronic access control systems.
Working knowledge of MS Office Suite (Word, Excel, PowerPoint) or comparable software applications.
Ability to be on call and respond to emergencies or other calls 24/7 as required.
Available for rotating weekend coverage.
Valid driver’s license.
The following is/are preferred:
Experience with the development of security guard post orders.
Experience with management and supervision of contract security guard personnel.
Experience with video management systems.
Experience with LENEL access control systems.
Knowledge of National Incident Management Systems/ Incident Command System (NIMS/ICS) protocols and appropriate NIMS certifications.
Knowledge of MNR operations, organization, and territory.
Required Education/Experience/Training:
Bachelor’s degree in Security or a related field. Demonstrated experience, education, and/or technical credentials to include an additional four (4) years of related experience may be considered in place of a degree.
Minimum of three (3) years of progressively more complex management experience in a security operations environment working for a public and/or governmental organization.
Minimum of two (2) years of experience in the management of security operations, staff, and/projects.
Other Information
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
